I have heard that all those who die in their infancy will be saved because the gospel cannot be communicated to them. Where do you draw the line between those people where the gospel can be communicated to them and those people where the gospel cannot be communicated to them?

The truth is still the truth regardless who says it.

"Now a word came stealing to me, my ear received the whisper of it. Amid thoughts from visions of the night, when deep sleep falls on mortals, dread came upon me, and trembling, which made all my bones shake. A spirit glided past my face; the hair of my flesh bristled. It stood still, but I could not discern its appearance. A form was before my eyes; there was silence, then I heard a voice: 'Can mortals be righteous before God? Can human beings be pure before their Maker?"(Job 4:12-17)

Probably God had this issue resolved before the beginning of time. By what mechanism? I dunno but if indeed infancy(or even pre-infancy)is responsible to their sin nature even a spark of accountability is enough to save or condemn them in Christ Jesus' blood.
